Born in October 1967, Mr. Ma has a maste's degree. He is a Senior Economist, Chairman of Anji Rural Commercial Bank, and Member of the Standing Committee of the 17th People's Congress of Anji County.

He started to work at rural credit cooperatives in 1987 and successively served as Deputy Director and Director of Anji Rural Credit Union, and President of Anji Rural Commercial Bank.
